South Africa: DSA Framework for Shared Use of 3.8 GHz and 6 GHz Bands

On 22 May 2026, the Independent Communications Authority of South Africa (ICASA) published the Regulations on the Use of Innovation Spectrum, 2026. This new framework establishes the rules for Dynamic Spectrum Access (DSA) and Opportunistic Spectrum Management within specific frequency ranges, aiming to facilitate spectrum sharing between primary incumbents and secondary users.

Innovation Spectrum Frequency Ranges
The regulations identify two primary Innovation Spectrum (IS) ranges that are now available for secondary use:
  • Innovation Spectrum Frequency Range 1 (ISFR 1): 3800 – 4200 MHz.
  • Innovation Spectrum Frequency Range 2 (ISFR 2): 5925 – 6425 MHz.
While ISFR 1 requires a radio frequency spectrum license, ISFR 2 is designated as license-exempt, provided the devices comply with the technical parameters set by the Authority.

Technical and Certification Requirements
Manufacturers should note that all Innovation Spectrum Devices (ISDs) must undergo mandatory type approval and comply with several new technical conditions, including:
  • Unified Spectrum Switch (USS) Integration: Devices must be designed to communicate with a USS to receive dynamic operational parameters and must cease transmission if contact is lost.
  • Geo-location Capability: Automatic geo-location with specific uncertainty limits is required for master devices to ensure interference protection for primary services.
  • Testing Standards: Compliance with technical specifications based on ITU-R P.452-18 and CEPT Report 088 is required to manage out-of-block emissions.
  • Professional Installation: ISDs must be installed by registered professional installers to ensure the equipment remains within its type-approved specifications.

Labelling and Compliance
Every ISD must display a label that adheres to the Equipment Authorization Regulations, 2022, featuring the ICASA-ID. Failure to comply with these new requirements can result in significant fines or the revocation of spectrum licenses. These changes influence the broader product lifecycle, necessitating adjustments to R&D timelines and supply chain readiness for manufacturers targeting the South African market.
