The Cyber Security Agency of Singapore (CSA), in collaboration with the Infocomm Media Development Authority (IMDA), has announced a mandatory upgrade to the cybersecurity requirements for residential routers. This transition will see the baseline requirement move from the current Cybersecurity Labelling Scheme (CLS) Level 1 to CLS Level 2.

This regulatory adjustment is a response to the evolving threat landscape, specifically targeting vulnerabilities in encryption and authentication that have been exploited in global botnet attacks. Manufacturers must prepare for a more rigorous assessment process to maintain market access.

Key Impact Areas:
  • Enhanced Security Measures: Beyond the basic password and update requirements of Level 1, Level 2 mandates secure communication protocols and robust authentication mechanisms.
  • Data Protection: New requirements for the secure storage of sensitive data to protect user privacy.
  • Transition Period: The new requirements are expected to be fully enforced by 31 December 2027.

For manufacturers of IoT devices and residential networking equipment, this change represents a shift toward more complex testing and conformity requirements. Early alignment with these standards will be essential for maintaining business continuity and navigating the administrative process for market entry in Singapore.
