Singapore Proposes New Security Standards for Quantum Key

The Info-communications Media Development Authority (IMDA) of Singapore, with support from the Telecommunications Standards Advisory Committee (TSAC), has published a significant draft reference specification: Draft IMDA RS SecQKDN Issue 1 (February 2026). This document establishes a comprehensive security framework for Quantum Key Distribution Networks (QKDN), aligning with the international ITU-T X.1710 standards.
Core Architectural Layers
The proposed specification covers five critical logical layers that manufacturers must address to ensure the resilience of quantum cryptographic infrastructure:
  • Quantum Layer: Security of QKD modules and quantum/classical links.

  • Key Management Layer: Processing, storage, and relay of QKD keys.

  • Control Layer: Routing and session authentication.

  • Management Layer: Fault, configuration, and performance monitoring.

  • Service Layer: Interfaces for secure application entities.
Critical Impacts for Manufacturers
Manufacturers of QKD modules and network equipment are advised to review the proposed security baselines, which may influence product design and market entry requirements in Singapore. Key areas of focus include:
  • Hardware and Physical Security: New requirements for tamper-resistant hardware, Hardware Security Modules (HSMs), and electromagnetic (EM) shielding for "Trusted Nodes."

  • Quantum Threat Mitigation: Implementation of countermeasures against side-channel attacks, such as detector blinding and Trojan-horse attacks.

  • Protocol Integrity: Requirements for IT-secure authentication and algorithms, including TLS 1.3 or IPSec for data transfer.

  • Supply Chain Resilience: Heightened scrutiny on firmware integrity to prevent the introduction of backdoors during maintenance.
As this is a Public Consultation, the draft is currently a living document subject to further revision. Stakeholders and radio device manufacturers are encouraged to evaluate these security recommendations to prepare for future adoption by Singaporean network operators.
