Serbian DoC introduced in Serbia, aligning with EU RED

The Serbian regulator, RATEL, has officially implemented the new Rulebook on Radio Equipment (Official Gazette of RS, No. 24/2024), which entered into force on 01 June 2024. This regulation represents a significant step in aligning Serbian domestic law with the European Union’s Radio Equipment Directive (RED).

Manufacturers and importers must take note of the following critical changes and transitional periods that affect market entry for products:
  • Mandatory Certification: For the current period, RF product certification remains mandatory under Article 20(1), and a Certificate of Conformity (CoC) is still required to access the market.
  • Defined CoC Validity: Under the new rules, the CoC now has a formal validity period of 5 years (Article 20(4)).
  • Transition to Self-Declaration: A major shift is scheduled for 31 December 2026. After this date, the Serbian CoC will no longer be mandatory, marking the end of the certification-based regime.
  • Serbian DoC Requirements: Following the transition, a manufacturer’s Declaration of Conformity (DoC) must be prepared in the Serbian language, following the specific format defined in Annex V.

This regulatory roadmap moves Serbia toward a self-declaration system fully harmonized with the EU RED by 2027. Manufacturers should evaluate their R&D and supply chain readiness to accommodate these shifting requirements, particularly regarding the move toward Serbian-language documentation and local harmonized standards.
