Colombia Updates Regulatory Framework for 900 MHz Band and IMT

On 26 January 2026, the National Spectrum Agency (ANE) in Colombia officially published Resolution 000028 of 2026. This new regulation represents a strategic shift in the country's spectrum management, primarily focused on the flexibilization of the 900 MHz band and the removal of its exclusive reservation for International Mobile Telecommunications (IMT).

Key Regulatory Changes
The resolution modifies several components of the existing Resolution ANE 105 of 2020, updating the National Frequency Allocation Table (CNABF) to reflect new technical parameters and service priorities. Key highlights include:
  • 900 MHz Band Plan: Establishment of a new plan for mobile and fixed services with an Up-link range of 896 – 915 MHz and a Down-link range of 941 – 960 MHz.
  • IMT Spectrum Updates: Revision of current IMT operation bands, including the 700 MHz, 850 MHz, 1900 MHz, 2.6 GHz, and 3.5 GHz ranges.
  • Future Reservations: Identification of spectrum for future IMT operations in the 450 MHz, 1.4 GHz, 2.3 GHz, and 26 GHz bands.
  • 902-928 MHz Segment: Allocation for Fixed, Terrestrial Mobile, Amateur, and Radiolocating services, aligning with international standards for Region 2.

Technical Impact and Coexistence
Manufacturers and operators should be aware of new interference mitigation requirements. Specifically, spectrum assignees in the 900 MHz band must implement measures to protect adjacent 850 MHz systems (2G and 3G). Furthermore, new services must coexist with unlicensed free-use devices operating in the 915-928 MHz segment, particularly in high-density urban environments.

These changes are designed to optimize spectrum efficiency and promote digital connectivity in remote areas, providing a more versatile framework for diverse radiocommunication applications beyond traditional mobile services.
