New Automated Compliance Framework for SIM-Enabled Devices in Nigeria

The Nigerian Communications Commission (NCC) has officially transitioned to an automated compliance framework for all SIM-enabled communications devices. This initiative, mandated under Section 132(2) of the Nigerian Communications Act 2003, utilizes a new Device Management System (DMS) to enforce technical and regulatory standards across the country.

Key updates include:
  • Implementation of a central registry for all International Mobile Equipment Identity (IMEI) numbers.
  • Requirement for mandatory registration of all SIM-enabled devices before they are imported, sold, or activated on Nigerian mobile networks.
  • Direct coordination between the NCC, the Nigeria Customs Service, and OEMs to identify and restrict non-compliant devices.

Manufacturers and suppliers must ensure their product portfolios align with this new digital oversight to avoid market access barriers. The NCC has confirmed that this system is strictly for device identification and regulatory enforcement, rather than content monitoring.
