Japan MIC Opens Public Consultation on 5G in 26 GHz Regulation Amendment

Japan’s Ministry of Internal Affairs and Communications (MIC) has launched a public consultation on proposed amendments to the Radio Law Enforcement Regulations to introduce 5G in the 26 GHz band. 

Highlights / Changes:

  • - Japan MIC is seeking public comments on draft amendments to the Radio Law Enforcement Regulations to support the introduction of 5G services in the 26 GHz band.
  • - The proposed changes are based on findings from the Information and Communications Council regarding the “Technical Requirements for 5G Systems (26 GHz / 40 GHz bands).”
  • - The 40 GHz band will be reviewed later due to limited demand indicated in the May 2025 usage survey.

For Existing Licensees:

  • - No immediate action required unless operations involve the 26 GHz band.
  • - Entities should review the draft proposal and submit opinions if their services or equipment may be affected.

For New Applicants:

  • - New applications involving 5G services in the 26 GHz band should consider future compliance with the amended regulatory framework once finalized.
 
The submission period runs from 11 October 2025 to 10 November 2025 (JST).
