The Eswatini Communications Commission (ESCCOM) has issued General Notice No. 4/2026, marking a significant step in the enforcement of the Electronic Communications (Importation, Type Approval, and Distribution of Communications Equipment) Regulation, 2016. This notice outlines a more rigorous approach to ensuring all electronic communications equipment used within Eswatini adheres to established technical standards.

Implementation and Compliance Deadline
Effective from 13 April 2026, ESCCOM will strictly require valid Type Approval Certificates for all entities intending to import or use electronic communications equipment in the country. This enforcement aims to foster a secure digital environment and protect consumers from counterfeit or harmful devices.

Integration with Customs and Trade
A key feature of this update is the collaboration between ESCCOM and the Eswatini Revenue Service (ERS). Compliance will be monitored through the following mechanisms:
  • Customs Integration: Verification requirements will be managed via the ASYCUDAWorld system used for customs declarations.
  • Port Entry Inspections: Inspection and verification procedures will be enforced at all ports of entry to identify non-compliant hardware.
  • Verification Resources: ESCCOM maintains a publicly accessible database of approved equipment to assist in verifying compliance status.

For manufacturers, these changes mean that regulatory compliance is no longer just a technical requirement but a critical component of supply chain readiness. Failure to secure the necessary certifications before the deadline could lead to significant market entry barriers and delays at the border. Early assessment of your product portfolio against Eswatini’s technical standards is recommended to ensure a smooth transition.
